In his return to organized crime films, Takeshi thoroughly exposes modern Yakuza life, showing how hypocritical, futile & dishonorable it has become which makes the sequel, Beyond Outrage kind of unnecessary.

As I mentioned, there is a sequel, Beyond Outrage which continues the saga of the Sanno clan as the organization expands into politics & hedge funds. It's an ok film, but Outrage is better at describing the cyclical violent betrayal that is part of life in the underworld.
The one aspect of Beyond Outrage that was surprising & I've never seen in an organized crime movie before, was a police investigator as puppet master, managing & manipulating the families to prevent any side from gaining too much power.
Not an Elliot Ness type tough guy or a cunning undercover agent, just a wimp with a badge & a shit-eating grin playing the families off each other much like Jijii in Ichi the Killer.
